Missing cygwin1.dll

Hello. First, I am old and sorta computer savvy, but not in this particular area, so please, be gentle.

When trying to clone the git --recursive, I am getting a Cygwin error. When trying to update --recursive, same error. I have removed all versions of cygwin1.dll from my PC, installed Cygwin to C:\cygwin, rebooted, tried putting the dll in C:\Program Files\Git\usr\bin where sh.exe is, made sure that the Cygwin directory is in the PATH. cywin1.dll is the most current version. Git should be able to find and utilize it. I am currently re-installing Cygwin again to be sure.

I am at my limit of troubleshooting expertise. Hopefully, you folks with galaxy brains can send me in the right direction or help me out. I have Googled and searched for similar discussions here. Help me Obi-Wan, you are my only hope.

Is there any way to download the repo --recursive? Any other way I can grab the extras I need to compile it under Windows?
