This is related to the problem in #385 and the "fix" in #387. Our testing ensuring outputs were staying constant got broken, were unmaintainable, and needed to be removed.

Describe the solution you'd like

The new data dictionary in OpenStudio-HPXML tells us what outputs should be there. Create a test that does a small run and compares it to that.

Describe alternatives you've considered

Try to streamline the test data generation instead?
