More presubmission or sampling job checks

Is your feature request related to a problem? Please describe.
I am frustrated when I wait for my job to kick off just to realize:

1. there was a typo in the weather file location
2. the weather file was not zipped correctly
3. there are integrity issues in the TSVs or a custom builstock.csv

Describe the solution you'd like
In validation or the sampling job can we:

1. Check if the weather files exist and are correct
2. Run the integrity checks from ResStock to check to see if there are issues with the TSVs and options_lookup
3. Do some verification on a custom-created buildstock.csv with the OpenStudio-HPXML measures (probably a section of the integrity checks).

FYI, ResStock can now check a buildstock.csv against an options_lookup.tsv. This seems related to the third item above.
