Add a switch for the test in postprocessing that ensures all the simulation jobs succeeded

Is your feature request related to a problem? Please describe.
In #306 we added a feature to rerun failed jobs on Eagle. As part of that there's a check in the postprocessing to make sure those jobs succeeded before proceeding. There are cases where we'd like to run the postprocessing anyway, esp for testing runs in ComStock where that's pretty common.

Add a switch in the project yaml file to optionally turn off that check.

Describe alternatives you've considered
Just leaving it as it is? Doesn't meet the testing need mentioned above.
