conda version: 22.9.0
Python: 3.8.3

Failing on h5py install on the pvlib install, due to missing 'hdf5.dll'

Attempted but did not solve::
update pip
attempted pip install h5py -- did not work, root of the issue.
install with an executable the hdf5 (didnt work, as it is 32-bit https://www.hdfgroup.org/downloads/hdf5/?1671565944)

Notes: spyder says python version is 3.9.13
