Update to Default Input Values (REopt V3)

As of October 4, 2023, several default values have been updated within REopt to reflect that latest available data.

These new default values appear in the REopt web tool, REopt API version 3, and the REopt Julia Package.

All default changes made as part of this update are shown below (percentages are represented as fractions):
