This updates the neb modal so that a user can select the KPMs that the added neb will impact.
Also updates the table in the wizard to use the neb table for energy opp nebs so user can navigate back to energy opps tab from nebs tab.
** this PR has all changes from the dashboard changes PR. Once that one is merged I will rebase this one and it will reduce the changes.
