Submit button

Right now, if I click the Submit button, it will directly channel this dataset to NCEI. Can we change the behavior to the below:

After the "Submit" button is clicked, a pop up window will show up warning users that "Once the package is submitted, any change requests must be done by contacting [email protected]". They then have the option of clicking a "Cancel" button to go back, or "Confirm" button to move forward.

Should we then also remove the Update and Append options from the submit page?
