A new directive from Fernando and the dis 24x7 team has asked us to update tags on all of our object for fim-dev and ras2fim.

This is to be done by Dec 6th and is a significant amount of work potentially.

This includes:

All of our fim-dev and ras2fim EC2
Our S3 buckets (fim-dev and ras2fim)
EFS, ECS, Step Functions, Lambda and more

Note: HydroVIS has the same mandidate and some of their details can be seen on their issue 963.

Rob has the list of changes for the tags.
