Fix data type mismatch of "below_bank_return_hour" field in srf_15hr_peak_flow_arrival_time_alaska_noaa service

Fix issue as reported in this VLab ticket. View the detailed description and diagnostics there, but the actionable todo item, as copied/pasted from that ticket is this:

So it seems the solution is to update the MAPX file to swap "esriFieldTypeInteger" for "esriFieldTypeString" for the "queryField" configuration for the "below_bank_return_hour" field. We'll also need to add the "length" property, which looks like could be set to "10" (the number of characters in the "> 15 hours" string, which is the max it would ever be).
