Update the current FIM services being clipped to FIM10 area to ensure they are using the new FIM 30 extents on UAT for NWPS to test.

  • RFC FIM
  • AnA FIM
  • NBM FIM that is newly created

This should happen automatically with push of boundary layer to same region

The PR contains nearly all the updates that move us from FIM10 to FIM30. All of the work reflected both here and in PR #802 is documented at high level in the checkboxes in ticket #811. All of these are itemized in various tickets as well: #793, #794, #795, #796, #797, #799 and #808.
