Onboarding new FIMS development team members

@ChristineStawitz-NOAA brought up the point that there will come a time when we need to onboard new members of the FIMS development team.

Describe the solution you'd like
We need to come up with a way to get them up to speed quickly, preferably with self-guided resources as much as possible.

Describe alternatives you've considered
Potential approaches include interactive tutorials, self-guided vignettes, in-person training. There could be other approaches, too (e.g., buddy coding with a current member of the FIMS team)

Additional context
[added 9 Feb 2024]: An additional useful element would be a checklist of things where the new person needs to be added, things like

• Google Calendar
• FIMS Implementation Team Google Space

May be also useful to include an offboarding checklist.
