Describe the bug
@mkavulich reported a bug where he was attempting to use a non-standard GCC install, where the compiler was CC=/usr/local/bin/gcc-11 for example. But hpc-gnu hardcodes the compilers as gcc. If SERIAL_CC (etc) is set, hpc-stack should put that in the module.
