Chemical ICs generation with previous two or three cycles restart files

The NRT run failed at 06z cycle today because of 00z-cycle failure and no restart files to be used by the 06z cycle. In this case, please add a new feature of using the previous day's 12z cycle restart files to generate chemical IC files for today 06z cycle since yesterday's 18z cycle run had only 6-hr restart file.

We need to do the same thing for day 12z cycle run if today 06z cycle restart files are missing. In this case, we have to previous day 12z cycle restart files to generate chemical ICs for today 12z cycle.

Please be reminded that 00z and 18z cycles have 6-hr forecasts only.

@JianpingHuang-NOAA, I have some questions:

1. Are you talking about the task "AQM_ICS"?
2. If "00z" failed, there might be some reasons for that failure. Do you want to run "06z" with the failure of "00z". It doesn't make sense to me. We should find out why it failed on "00z". Please describe this in detail.
3. Similarly, do you want to run "12z" with old data even in case of the failure of "06z"? Why?

1. Yes.
2. To some extent, I agree with your comment, but we still need this capability for ensuring the stability of operational forecast. In specific, we still need to keep our forecast job running if the all other input files are ready but previous cycle restart file is missing, like the case we met this morning. For AQMv5 and v6, we do have such a capability. I believe that AQMv7 needs this capability too. This will be one of our IT task plans when NCO implement the AQMv7 pacakge.
3. The same reason as point 2. The bottom line is that we need to keep the forecast job running.
   In addition, we need to create a climatology chemical IC file in case all restart files from Steps 2 and 3 are not available. Please create a scenario for that before we create such a dummy chemical IC file. I know that a chance of using that IC file is very very low.
