Testing wishlist: REP tests

"REP" tests are part of the standard regression testing suites in ELM/CLM, they run two instances of the model, both in cold start, and see if they generate the same results. We do not test this configuration, and it would be good to get 1 or 2 tests in the repertoire that do this.
