Per discussion w/ @johnpauls - add an unsampled flag to identify that a given location was not sampled for a given year. Reasons would be for things such as Cattle, Safety.

Since locations have been sampled in one year and not the next (or vice versa) they shouldn't be retired (either by note or flag) unless the location will no longer be sampled.
