Add infrastructure to support flexibility for hydro output frequencies

This is a feature request to support specification of output frequencies for different hydro files.

At this point there are a number of potential use cases for this and there's a bit of an interim hack for both the medium range and retrospective output options, but ideally there would be a more robust and flexible solution in place.
