We shouldn't do this until dnppy is migrated over its permanent home at NASA-DEVELOP/dnppy

Turns out this citation requires more of a static upload strategy, so on the next release of dnppy, we can upload a copy to zenodo to use for references. This will likely need to be done at the end of every term as new proj_code is added.
