Add Lithuanian language from Liepa project

Mimic3 does not support Lithuanian language.

Voices for Lithuanian language are available from Liepa project. They have 13 hours of recordings (2 male and 2 female voices), recordings consists of 5000 sentences.

I could probably train these models myself if instruction on how to do it would be available.

mimic3 is no longer maintained, you might want to try https://github.com/rhasspy/piper

it is from the same author and can essentially be considered mimic4
