sync up consul-integration with kubernetes 1.3

kubernetes 1.3 was released recently so it would be good to sync this up with the official 1.3 release (instead of the alpha we are on now) for the next Mantl release.

I also experienced this. There are in fact a lot of huge changes.
Lot's of structure changes for example testing/integration and the build system moved over to make

I already started to adapt some of these changes.

it looks like the consul-refactor branch includes commits that are not in the latest official release (1.3.3). We really want to ship an otherwise official release in the next Mantl version.

I will put my changes into a new branch based on v1.3.3 tag
