go-cqhttp版本: v1.2.0（release最新版本）

需要添加的功能内容

找了一圈文档，没找到开启这个功能的办法，应该目前是没有的。
我的UserStory是，QQ机器人经常所在的服务器停机维护了，后面才重启，中间一段时间无法相应。希望能够重启机器人后，相应回复历史消息。

你尽量让gocq不掉，如果ws等服务掉线，收到的事件会排队等链接好发出。
