cdll.LoadLibrary is too dependent on LD_LIBRARY_PATH which is too crude and doesn't exist on OS X anyway.

E.g., (1) see BIC-MNI/minc-toolkit-v2#154 (comment); (2) OS X users likely edit the LoadLibrary call to point to the full path.
