If I try to export Application Win32 app from existing tenant, and select to download script and file, it only downloads small json file for me, nothing else. So I guess taking same apps to another tenant does not work yet?

Simple answer, not possible because it's not supported.
Complex answer, possible if you have the encryption keys available. This will require original intunewin file. If you have them you can still import the app in other tenants eg by coping the intunewin file to export folder or specify the Application folder in settings.
There are quite a few Issues and Discussions describing these scenarios.
No problem, I can drag intunewin file along with json, but now I see after json import, the App objects still stays pending and I cannot add intunewin file to it.
That happens if it can't find the intunewin file when it imports the json. The json has the name of the intunewin file and log will say if it was found or not.
You can upload the file from the tool. Go to Applications and select the app. Click View and then Upload. Browse and select the intunewin file for the App. It will be ok in Intune once the app is uploaded.
