Crystalizer not forming crystals

So I have a full tank of RCL with a crystalizer on top full of power. According to online documentation (the Wiki and https://ftb.gamepedia.com/Crystalizer) The crystalizer i supposed to consume RCL every tick. However I have had this setup running for over 10 minutes and it has yet to consume any of the RCL nor is it showing any progression in the crystallizer.

This happened to me as well. I was able to reproduce this as follows:

1. Place crystalizer above tank containing RCL (at this stage the crystalizer works fine)
2. Break and replace the crystalizer (now the crystalizer will be stuck at 0% forever)

To get the crystalizer working again after doing this, I had to break and replace the tank underneath it.
