Currently it doesn't support download resumption like other apt methods. I've already made the additions so please assign and I'll commit for your review.

@vt-sharper sorry that it took me so long but feel free to submit the patch/PR and I'll try to merge it as soon as I can.

This still checks the hash when complete. Only resumes if partial file is found.
