I18n Alpha v2

This release incorporates translations for toast messages, the names of lists and hover titles which pop up on the bar below the spectrogram.

Many thanks to Joost van B and Juan Carlos P for their contributions to the Dutch and Spanish translations.

In terms of "What's left to do", I know that the following remain in English:

1. The Spectrogram Frequency Range heading in the popup for that adjustment
2. Frequency tooltip when you hover over the spectrogram
3. Lat and Lon (i.e. Latitude & Longitude)
4. The headings for the popup help boxes.
5. The title for the application overall is always "Chirpity Bird Call Detection"
6. The hover text for the main app logo is still "Visit the Chirpity website"
7. Edit record form, and the date picker for Explore mode (as well as the drop down headings in the explore panel
8. And of course the help sections aside from Keyboard and Community

There's also an issue when you first create a custom list, the hover title text says "undefined" for the icon, but fixes itself when you cycle through the lists. I'm not sure why at the moment.

If you would like to contribute corrections to the translations, please refer to the relevant index."country code".json, i18n.js, community and keyboard "country code" files. There is an eBird.en.json file as well, which contains the beginnings of an eBird FAQ translation.

The progress has been excellent so far!
