Create a discovery option that allows you to turn it on for everyone BUT ...
Provided role list would be exempt from being discovered.

Existing syntax:

/discovery enable
/discovery enable role: roleName

Possible added syntax:

/discovery enable role: roleName bypassRole: roleName (with bulk role addition)
