Multiple peer review assignments for a single parent

Currently, you can have multiple peer review assignments for a given parent assignment. However, this causes some UI issues as the student peer reviews for both assignments appear in each one's 'peer reviews' tab. We can solve this by making the peer review to parent assignment relationship 1:1 (or if we determine that a many-to-one is needed, change the UI to accommodate that).
