Add "full"-frequency weighting parameter with two-layered caches.

If reconstructions vary in their used frequency the whitening weighting can be quite expensive to recompute.

A solution was implemented by @jusack which included weightings computed for all frequencies + an additional frequency selection. It is possible to add this weighting parameter which trades runtime with memory requirements with a two layered caching approach which is yet to be implemented
