Cancelling transcription does not cancel background transcription process

Cancelling transcription via UI does not abort transcription process for cloud or local. For local this can be quite resource intensive. For example, the user can transcribe a video, cancel transcription and then start a new transcription - this will result in two transcription processes running in the background (old one will not interfere with new one).
