The top-level README.md contains no license or copyright statement, and a cursory glance at the source code files in src/ did not reveal license or copyright statements, either. Sorry if I missed it, I only had a quick look after seeing the new paper on arXiv (1405.5709)
If you intent to distribute your code under an open source license (the decision to publish it on github does allude to it), a free software license like the GPL or the BSD license should be included (I am happy to consult if you seek outside input on which license to choose). As is, the default copyright license ("All Rights Reserved") applies and the code is proprietary (unless I missed something, of course).
