Review and copy submarket and overlay documentation to GitBook.

I have created https://github.com/MAPC/housing-submarket-technical-appendix and https://hcdtk.gitbook.io/housing-submarket-technical-appendix/. I started with overlay word doc and PowerPoint on method comparison in the documentation folder. Will need to identify and include other sources.

We will have to resolve the issue is the URL being under hcdtk as that's our current gitbook space with features we need. could change the name but would change for hcdtk boards. Could also add a new subdomain .mapc to in its stead.

Have removed the tables and maps for now. Also updated formatting and added footnotes. I think it's in decent enough shape for today's meeting.
