[FEATURE] Course Catalog Screen - Change this "new search" button vs "return to top"

UT page has this scenario where these two look like just one text, not even a button or anything, when in reality they are actually two separate buttons

this could be made so much more readable by even just putting each on a separate line

For example, I did this:

Finally, this "new search" button should appear at the top; not the bottom. It could be somewhere around here, so a new search can be started without having to scroll to the bottom of a page.
