Help about visualization of time (example query #49 )

We would like to visualize the otc liberalization time series of query #49.
As seen in attached screenshot the year value (ref_period) is converted to double or something and the visualization is not helpful. We would like to have the years (ref_period) in X axis and the OTC values (OOP_exp) at the Y axis and then the liberalization time (Lib_time) as dot upon the graphic. As you can see after running the query, the liberalization year is 2006 so we would like to have highlighted the value of OTC at this point of time.
