Resourse Load doesn't work with tasks without worker assignement #1895

Steps to reproduce:

login as admin user
create new Project
create new Task
create Worker with Type Normal resource
do not assign worker to any tasks
navigate to your project
open Resources Load page

Actual result:

Excepted result:

Resource Load page should be displayed properly

vmazurashu added bug major labels
