Support for advanced underline features similar to CSS #1216

It would be great to add support for more underline options, including:

Option to specify which color, Underlines to be rendered
Wavy Underlines
CSS's text-decoration-skip-ink to make underlines skip over descenders.
Dashed & Dotted Underlines

These features would enhance text styling options.
