Splitting the todo file #45

We recently added translation keys for Laravel Cashier and Laravel Nova projects. Because of this, the size of the `todo.md file has grown significantly, and GitHub does not allow you to open it immediately. We need to follow the link to open it. What do you say if I split this file into localizations? How it will look: there will be one file and when you click on a localization, a page with it will open. For example:
