Describe the bug
The "Create dictionary item" button under the translation section no longer works

To Reproduce

install Umbraco 13.4.0
add this packages
login/create account
go to Translations
go to dictionary
click button "Create dictionary item"

Expected behavior
pop open to create an dictionary item
