[workroom] rabbit bot sometimes don't send message after admin approve brand's transaction #256

Steps to reproduce

brand add 2 influencers to cart and check out
admin approve transaction
Both influencer workrooms are moved to "working" state
RabbitBot should send message to workroom to tell influencer they got the job and can start
- only 1 workroom got the message
- the other workroom DIDNT get the message

Expected behaviour

both rooms should get rabbitbot message

Actual behaviour

only 1 workroom got message
