Only one player at time can join #42

For some reason only one player at time can join the limbo, else velocity will kick the new player saying the server is not accessible
I have configured the limbo to allow a maximum of 20 players, which is enough, but in reality it only allows one

Could you write a detailed explanation of the steps you went through to get that behavior? It'll be easier for others to help if they have a way of recreating the problem themselves and looking for potential problems that way.
