Release process for dashboards

Take the existing api quickstart dashboards mentioned in #434 and #435 and do a 'release' of them.

The release process for this is to be defined.
However, the unified kuadrant release process is documented in https://github.com/Kuadrant/architecture/blob/main/rfcs/0008-kuadrant-release-process.md
That should be updated to include the release process for dashboards.

A test plan should be included e.g. go through api quickstart, deploy dashboards & verify the look as expected.
