Add a CI job to ensure metrics can work with OpenShift User Workload Monitoring in a single cluster

Testing may be manual (but could be automated if the right APIs are available in openshift) after the ci runs & deploys the dashboards & alerts to our managed openshift cluster.
Could be a github action that can be run as needed.

For upstream, I'm going to close this one in favour of automated testing in the testsuite repo (which uses openshift clusters), specifically the dashboard automated testing covered in Kuadrant/testsuite#401
