Why the saved pages name restricted to 10 character

I noticed that the maximum length for he saved page file names is limited to 10 characters in the code. Could you please explain the reasoning behind this limitation? Is it due to a technical constraint or just a default setting? Also, would it be possible to increase this limit without causing issues with file management or other processes?
