Deck and db less config #604

Hi all,
We're using deck on kong with cassandra datastore and we would request if deck can be configured to create the db-less config file.

We would use deck to have the same flexibility on deduplicated plugin config and splitted files per service.

Can you help us to check this ideas?

This is possible using deck file render

@mheap the deck command doesn't work at all as reported #1155
