Feature Request

The feature request Github template should start with the feature motivation.

Motivation and Detailed Description

The goal should be primary, implimentation alternatives flow from that.

Doesn't our template already have a section for the feature request + motivation and description? Or are you proposing changes to it? If so, feel free to open a PR with a more specific example of what you're thinking of.
