[Enhancement] Make Perks With Multiple Levels a Single Ranked Perk Like Milk Maid

The Milk Maid perk is unique in that the levels are not listed as separate perks, but as a rank on the one. There are a lot of other perks that have multiple levels (eg Tank 1, Tank 2, and Tank 3) that could benefit from being upgraded to a rank system. This would declutter the player's Perk List and Perk Database.
Example:

Regeneration - Regenerates 2% of max HP/hour and 1% of max HP/round.
Regeneration 2 - Regenerates further 2% of max HP/hour and 1% of max HP/round.

could become

Regeneration - (Rank: 2/2) Regenerates 4% of max HP/hour and 2% of max HP/round.

Another Example:

Tank - Raises max HP by 50.
Tank 2 - +1 extra HP per point of toughness.
Tank 3 - +5 extra HP per character level.

Tank - (Rank: 3/3) Raises max HP by your character level*5 + toughness + 50.
