I want to install the program because I'm trying to
change title screens for some gen 2 roms ( gold , silver , crystal )

Can the program do that?

It should run on Windows 10 without any issues. However, the program specializes in map editing, so it may not be the best choice for editing the title screen of the gen 2 games.
