Arabic language issue in Keditor content area

Hello,
When I enter non-English language characters, they appear like strange characters, but they are saved correctly in the HTML file, and only displayed in a wrong format in the Keditor container.
I did update CKEditor languages and pretty sure the problem not from CKEditor.

To Reproduce
Steps to reproduce the behavior:

1. open any component which has CKEditor
2. Enter non-English language characters like Arabic
3. Save code
4. Re-Open the same HTML saved from previous steps, you will notice it is displayed in strange characters

Expected behavior
I should be able to view characters as I saved them from previous steps.

Whats your html document file encoding type?

if your html document file used encoding ANSI change to UTF8
