Turning on Dithered Transparency in Deferred doesn't change the bug at all, but turning on HDR in TUFX fixes it.
Without HDR:

With HDR: (the procedural parts not showing up is a separate issue)

PF is currently listed as incompatible with deferred due to this issue.
