Eg check this pr cbrwizard/cbrwizard.com#47

To reproduce:

  1. Open a pr
  2. Close it without merging
  3. Reopen it (or even worse: open a new pull request for the same branch).

It results in failing checks being displayed for the pr. How can we fix this?
